A repeating customer of mine had a small rough area around a rad that needed attention. Rather than removing rad and doing a skim, which would take a couple of hours or more. I've managed to smooth out the undulations using a professional filler , so that it can be decorated. This was at a 1/4 of the cost of plastering.
