Sistema sa Pilipinas, ganito ang basic na rules:

🏗️ 1. Kahit may-ari ng lupa, kailangan pa rin ng building permit

Ayon sa National Building Code of the Philippines (PD 1096), kahit ikaw ang may-ari ng lupa, hindi ka pwedeng magpatayo ng structure kung walang:

Building Permit (galing City/Municipal Engineering Office)
Zoning clearance
Electrical / plumbing permits (kung applicable)

Ibig sabihin: ownership ≠ automatic right to build

🏚️ 2. Paano naman yung “squatters” o informal settlers?

Kung may nagtatayo sa lupa na hindi kanila, technically:

Illegal occupation yun
Dapat may eviction process (hindi basta-basta puwede paalisin agad)
Kadalasan pumapasok ang DSWD, LGU, at housing agencies para sa relocation o due process

Kahit illegal ang pag-occupy, hindi rin automatic na “okay lang magpatayo” — dapat may action ang LGU.

⚖️ 3. Bakit parang may “dobleng standard”?

Ito yung masakit na reality:

Mahigpit sa developers at may-ari ng lupa (permits, fees, inspections)
Mas complicated ang enforcement sa informal settlers dahil may social welfare considerations
relocation
human rights issues
political sensitivity

Kaya minsan mukhang “walang ginagawa,” pero ang totoo, mas mabagal at mas komplikado ang proseso.

💡 Bottom line

Hindi talaga legal na “okay lang magpatayo kahit walang permit,” kahit sino pa yan.
Ang problema kadalasan ay enforcement + social situation, hindi mismong rule.
