For more than 30 years, we have completed 1,631 projects in 40 countries that include the planning of more than 41 billion square meters of land area and the architectural design of more than 16 million square meters of building floor area. Building for the future to honor a legacy of faith.

As the Divine Mercy Shrine de Cebu enters a new chapter, PALAFOX extends our warmest welcome and gratitude to the new Archbishop and the members of the Shrine's core group who will help guide this important project forward.

Perched on the mountains of Consolacion, Cebu, the redevelopment of the Divine Mercy Shrine presented an opportunity to create a place of faith and reflection while responding carefully to the natural character of its site.

Rather than reshaping the mountain to fit the development, the master plan works with the existing terrain and vegetation—incorporating terraced gardens, elevated walkways, and spaces that follow the natural contours of the land.

For PALAFOX, this reflects a fundamental principle of planning: Design with nature, not against it.

We are grateful to have been entrusted with helping shape this vision, and we look forward to seeing the Shrine continue its mission as a place of faith, community, and reflection for generations to come.

Preserving heritage means securing its future.

The PALAFOX team, led by Arch. Felino “Jun” Palafox, Jr., is honored to have been received by His Excellency President Ferdinand R. Marcos Jr. at Malacañang to present our vision for the Banaue Rice Terraces and the broader Ifugao landscape.

We are deeply grateful to the President and his office for hearing our proposal, recognizing its importance, and connecting us with the Department of Tourism (DOT) and the Department of Environment and Natural Resources (DENR) as we explore how to move this initiative forward.

The Ifugao Rice Terraces are more than a remarkable landscape. They are a living heritage shaped and sustained by generations of Ifugao communities for more than 2,000 years. Today, this heritage faces serious challenges—from the abandonment and deterioration of terraces to declining economic opportunities for the communities who maintain them. With the Rice Terraces at risk of losing their UNESCO World Heritage status, the time to act is now.

We are especially grateful to Mr. Maciej Podhajski, who first approached PALAFOX and became a catalyst and passionate advocate for this initiative. We also thank Hon. Governor Jerry Dalipog of Ifugao for his support and commitment to the future of the province and its people.

At PALAFOX, we are honored to help explore a path where heritage conservation, sustainable tourism, economic opportunity, environmental stewardship, and community development can work together.

This is still the beginning of the journey. But with the support of our national and local government partners, and with the communities of Ifugao at the heart of the effort, we look forward to helping turn this vision into reality.

Today, the PALAFOX team led by Ar. Felino “Jun” Palafox Jr. had the privilege of welcoming Mr. Ryszard Czarnecki, former Vice President of the European Parliament, together with Mr. Bartosz Czarnecki and Mr. Maciej Podhajski.

Our conversation centered on the proposed Comprehensive Master Plan for the Ifugao Rice Terraces and surrounding communities—an initiative that looks beyond preservation alone and seeks to connect heritage conservation with sustainable tourism, economic opportunity, resilient infrastructure, and the long-term well-being of the communities who have safeguarded this living heritage for generations.

We are deeply grateful to His Excellency President Ferdinand R. Marcos Jr. for giving PALAFOX the opportunity to present our vision for the Comprehensive Urban, Environmental, Infrastructure, and Economic Development Master Plan for Ifugao.

The preservation of the Ifugao Rice Terraces must go beyond conservation alone. It must also create meaningful opportunities for the communities who have protected this living heritage for generations—through sustainable tourism, resilient infrastructure, agriculture, environmental stewardship, and inclusive economic development.

We thank the President for his time, support, and guidance, and we look forward to working with the concerned government agencies, the Province of Ifugao, and our partners to turn this shared vision into reality.

Great to reconnect with Architect Felino “Jun” Palafox Jr., one of the Philippines’ most internationally accomplished architects and urban planners.
