BRICS BUSINESS VILLAGES IN THE ARCTIC

From February 27 to March 1, 2024 the VIII International Scientific and Practical Conference of Students and Young Scientists “The Arctic and the North in the Context of the Development of International Processes” was held at NArFU.
NArFU graduate student Wasim Hassan (Syria) took part in it and shared his ideas with us.

💬 My participation in the conference “The Arctic and the North in the context of the development of international processes” is a continuation of discussions at conferences and forums where proposals were developed to connect northwestern Eurasia with the Arab region,” said Wasim. - In our report, we presented our vision of creating BRICS business villages in the Arctic.

✅ First, during the design of the BRICS business village, we will need to answer the questions:
- How would the shape of attractions built in countries located in warm regions change if we wanted to implement similar models in the Arctic?
-How can this village become a place to strengthen cooperation between North and South in investment areas that provide new employment opportunities?

✅ Secondly, we asked ourselves how we can take advantage of the experience accumulated in the Arctic in the field of Russian language and culture and transfer it to the countries of the South.

✅ Thirdly, we discussed the development of a BRICS development program in the Arctic, so that it becomes a platform for cooperation between companies in the private sector of the BRICS countries, as well as with non-governmental organizations.

We will continue to discuss this idea at BRICS universities in Eurasia, Africa and Latin America. Our plan for 2024-2025 is to implement the project virtually in Arkhangelsk, Murmansk and several Arab cities.

Международная школа аспирантов САФУ прошла в диалоге о будущем Арктики

На базе Северного (Арктического) федерального университета в онлайн режиме работала ежегодная Международная школа аспирантов. Она состоялась в рамках Международного форума молодых ученых "Россия в арктическом диалоге: глобальный и локальный контексты", организованного в Архангельске.

Учениками школы стали 18 студентов из Китая, Германии, США, Аргентины, Танзании, Турции, Сенегала, Индонезии, Индии, Румынии, Сирии и России. В лекционном блоке участвовали партнеры САФУ из Федеральной политехнической школы Лозанны (Швейцария), Университета Фритьофа Нансена (Норвегия), Харбинского инженерного университета (Китай), а также ученые из Северного (Арктического) федерального университета.

- Международная школа аспирантов проводится в САФУ ежегодно, начиная с 2017 года. Она нацелена на вовлечение молодых ученых в международный диалог по наиболее актуальным на сегодняшний день вопросам развития Арктики,- сказал проректор по информационной политике, международному и межрегиональному сотрудничеству САФУ Константин Зайков.- Мы рады, что школа продолжает вызывать большой интерес среди российских и зарубежных аспирантов, начинающих и опытных исследователей.

Он также отметил, что программа носит междисциплинарный характер и охватывает большой спектр тем из разных областей знаний: это способствует укреплению международного сотрудничества и развитию арктической научной дипломатии, открывает новые горизонты начинающим исследователям.
Лекционная программа была посвящена глобальным проблемам Арктической зоны России. В повестку вошли темы развития международных отношений, создания транспортных систем и логистики. В рамках форума много встреч было посвящено глобальным изменениям климата в АЗФР, проблемам коренных народов, управлению северными территориями. Во время лекций и дискуссий ведущие мировые ученые и эксперты поделились со студентами своими знаниями, опытом и собственным видением будущего Арктической зоны.

В рамках экспертных сессий аспиранты представили диссертационные исследования по таким темам, как Арктика во внешней политике Китая, научная дипломатия в Арктике. Не обошли вниманием развитие национальных морских транспортных коммуникаций, посвятили раздел сотрудничеству в организации и проведении поисково-спасательных работ на территории АЗРФ. Обсудили даже то, какой должна стать комфортная городская среда Арктики. Отдельный блок дискуссий касался арктической политики России, государственной политики в отношении коренных народов Крайнего Севера. Молодые ученые подвели итог: поддержка экспертов такого высокого уровня даст стимул для новых исследований высоких широт.

"Арктическая школа"стала мультидисциплинарной, сумев привлечь исследователей и специалистов из различных областей знаний. Студенты получили ответы на многие вопросы, а некоторые открыли для себя ранее незнакомые перспективы в сфере исследований Арктики:

- Проведенные дискуссии подтвердили, что университеты уже играют не только образовательную роль. Сегодня они представляют собой платформы для содействия развитию и укреплению мира, используя язык науки и знаний, - поделился впечатлениями один из участников Международной школы аспирантов Васим Хассан (Сирия).

Update: Arkhangelsk, Capital of the North

In summer 2019, the initiative - Arkhangelsk, the capital of the North, was discussed with NArFU, which included three development axes from Northwest Russia into:
- Tunisia via Italy
- West Asia (Yemen and Oman),
- China via land and sea routes,
After the spread of Corona virus, and closure of borders between countries, I made adjustments to the routes to enhance communication between the three cities as a first stage (Arkhangelsk, Homs, Shanghai). According to the principles of the Digital Silk Road - “Technological Park project”.

Also, I proposed building new merchant ships in the White Sea, connecting the cities of northwestern Russia with the ports of the Eastern Mediterranean (Syria, Egypt, Greece) across the Atlantic. I called the project "The power of Arctic"
The strength of the Arctic lies in two main factors: raw resources and energy surplus (oil, gas...) in addition to fresh water.
When directing surplus energy for local development, Russia can build special ships (in the White Sea, Arkhangelsk Oblast) that contribute to the revitalization of Dikson - Blue Snow region, and the Blue Sand region in West Asia.
These ships are integrated power stations that can generate electricity for housing, as well as seawater desalination, thus contributing to supporting the agricultural sector.
These ships will be very useful for the reconstruction of my country, Syria.

Based on this vision for Arkhangelsk, I proposed several projects and initiatives: Wooden Rings of Friendship - Rainbow Clock - Green Job Opportunities which were based on the (Housing, Income and Vocational Training, in exchange for work) program, it promotes stability in the Syrian and Iraqi deserts (the Blue Sand region, which is Low population density due to heat and lack of water), these ideas can also be applied in the Arctic region, which is also low density due to the very cold climate, so I proposed the Blue Ice Project in Arkhangelsk.

I also suggested two routes from the ports in northwestern Russia to the Arab region in West Asia, namely, the green choridors:
1, Arkhangelsk - Sochi - Babylon, Iraq
2, Murmansk - Aleppo - Aden, Yemen

Technology Park: Arabic-Chinese, in Arkhangelsk

The technology park is located in northwestern Russia in Arkhangelsk Oblast.
It is one of the three Technology Park that I proposed during the "Reconstruction Hackathon" workshop that was held in the city of Homs, on Wednesday, October 2, 2019.

They are - the Technology Park:

Russian - Chinese, in Homs - Syria
Arabic - Chinese, in Arkhangelsk - Russia
Russian - Arabic, in Shanghai - China

The three Technology Park are dealt with in the currencies of the countries (Russia, China and Syria), where each building houses banks, engineering, legal and financial offices to facilitate cultural and commercial exchange...
It also includes each complex of access to the internal Internet both in China and Russia (isolated from the global Internet) through special towers of telecom operators in countries friendly to Russia.

Through the Technology Park, it is possible to communicate with several countries in Asia, Africa and South America through the BRICS group and the Arab E-Commerce Federation,
Each complex includes cultural centers, outlets for international universities, and schools for current and ancient languages ​​in the participating countries.

During my participation in the conference “Focus on the Arctic” ,
I proposed the creation of an economic corridor from the Mediterranean to the Arctic.

It is a continuation of the project Development Axis: Tartous - Baghdad, which began as an initiative in September 2014 – Homs, Syria.

In order to achieve a close linkage between Syria and the BRICS group in Asia, the routes should be on land and at sea.
The project will be implemented in phases, the first phase 2022-2025

Green Corridor: Dikson - Chabahar

It is a complex path (north-south) from Dixon on the Arctic Ocean to Chabahar on the Indian Ocean.
It passes through the following countries: Russia - Kazakhstan - Uzbekistan - Turkmenistan – Iran.

There are two areas of development: blue snow in the north - blue sand in the south.
We are preparing detailed studies in accordance with the 2030 Sustainable Development Goals, especially Goal 17 - Partnerships for the goals.
