I. Definition of Status and Sovereignty / 位格與主權定義
I, Chien-Yuan Wang, in my international capacity as the IAD Special Envoy/Ambassador for Asia-Pacific, hereby officially declare the definition of the administrative and strategic hub of the "IAD Asia-Pacific Design Operations Center" to operate within Taiwan. This action leverages the sovereign status of a private international organization to integrate design resources across the Asia-Pacific region.
本人 王建元 (Chien-Yuan Wang) 以 IAD 亞太特使/大使 之國際位格，正式宣告將「IAD 亞太設計營運中心」之行政與運籌中樞定義於台灣運作。此舉旨在透過民間國際組織之主權地位，整合亞太區設計資源。
II. The Reality of NT$50 Billion Industrial Value Diversion / 500 億產值導流實相
According to the estimates of the IAD Special Envoy Office, this relocation is expected to drive an initial wave of approximately NT$50 Billion in design industrial value back to Taiwan. The value composition includes:
經由 IAD 亞太特使辦公室測算，本次營運中心之轉移，預計將帶動首波約 500 億新台幣 之設計產業價值回流台灣。產值構成包含：
International Design Procurement and Supply Chain Management (Approx. NT$18B) / 國際設計採購與供應鏈管理（約 180 億）。
Master Certification, International Awards, and Education Copyright Settlements (Approx. NT$12B) / 大師認證、國際賽事與教育版權結算（約 120 億）。
Asia-Pacific AI Design Data Center and Infrastructure Investment (Approx. NT$20B) / 亞太區 AI 設計數據中心與基礎設施投資（約 200 億）。
III. Declaration of Non-Litigation and Sovereignty / 無國際法律訴訟之宣告
This announcement is a private sovereign action and an internal administrative optimization within IAD. It does not involve official diplomatic treaties between nations, nor does it constitute an object for international legal litigation. All decisions are led by the IAD Special Envoy Office, aiming to promote regional economic transformation and the legitimate return of aesthetic sovereignty.
本公告屬於 IAD 內部行政優化與民間主權定義，不涉及國家間官方外交條約，亦不具備任何國際法律訴訟之對象性。所有決策由 IAD 亞太特使辦公室主導，旨在促進區域經濟轉型與美學主權之正統回歸。
IV. Tacit Acceptance Procedure (Seven-Day Clause) / 默認生效程序（七日條款）
This announcement takes effect immediately upon publication. To respect procedural justice, if the IAD Board of Directors or interested parties fail to submit formal official documentation of revised objections within seven calendar days from the date of this announcement (i.e., by March 16, 2026), this definition shall be deemed as tacitly accepted by all and automatically approved.
本公告自發布時起生效。為尊重程序正義，若 IAD 董事會及利害關係方自本公告發布之日起**「七個日曆天內（即 2026 年 3 月 16 日前）」**未提交具備正式官方文件之修正異議，則本定義案視為全體默認並自動通過。
V. Subsequent Administrative Alignment / 後續行政對接
Upon the expiration of the confirmation period, I will guide the administrative system to initiate corresponding economic and technical alignments to ensure the precise return of the NT$50 Billion value, defining Taiwan as the legitimate core of Asia-Pacific design.
確認期屆滿後，本人將引導行政體系啟動相應之經濟與技術對接，確保 500 億產值精準回流，定義台灣為亞太設計之正統核心。
