Flower Cart Of Bartow

I got a call back from bartow pd following up with my tickets and they are bringing to to the big ppl of bartow. They thought we had designated parking for our business. And then also said oh well these businesses weren't meant for deliveries downtown.

Alright I have another question and proof in the last picture. So bartow has 2 hour parking i was told that they won't ticket me bc I deliver and sometimes there alone to where I can't go move my car all day long especially when the closest parking is like 3 blocks away. So yesterday I got a ticket the officer said they saw my vehicle at 10:09 am I left for deliveries and came back and parked in the same spot. I got the ticket at 2:57pm so I was told that after parking for the 2 hours I am not allowed to park in the 2 hour parking. So I don't understand how I'm supposed to make deliveries unless I block main street and load up in the street. And then I'm supposed to close up my business stop what I'm doing to go get my car blocks away to come back and load up. We used to park in the alley but we have had to replace about 10 tires bc of nails back there and then we had the issue of getting blocked in by other vehicles. So what are we supposed to do as a main street business? I've called and left a message with an officer in charge but no call back yet. Do I need to bring this to the city of bartow?
