Leaving most standard window blinds in place then purchase a similar blind and hang it 12 -16 inches lower than the existing blind.Then simply place the blinder on top of the lower blinds headrail to gain transom window look. Now you can easily open the top widow and blind to let in fresh air and natural light keeping lower blind and window sash closed , maintaining privacy and security.
