I've researched and now I need help. To me, this appears to be a custom wedding serving set. Everything was in Wallace Service Smith boxes. My grandmother, who did many weddings, would have known what she needed and had the handles attached in a pattern. It's common for custom pieces to be unmarked, which is the case here.
