Shutters needs an annual service where it’s get thoroughly cleaned, adjusted if needed and lubed.
Here in the Cape stackable shutters are ideally not installed on the exterior due to the salt in the air not being kind to any of the mechanisms.
Unfortunately the previous owner to this home insisted that it was and I had to come in and give them some much needed love to get them ready for new owner to move in.
